Educational assessments have two purposes: (1) to gather evidence to inform instructional decisions and (2) to encourage students to try to learn. Both purposes must be well served for schools to be effective. To inform and encourage effectively, assessment systems must yield accurate information about student learning for use at several levels of decision making, and they must be used in a manner that manages the emotional dynamics of the assessment experience effectively for the learner.
